Tesseract OCR is an open-source product that can be used for free. Compared to Azure and ABBYY, it performs better in handwritten instances and can be considered for handwriting recognition if the user cannot obtain AWS or GCP products. However, it may perform poorer in scanned images.
Other good iPhone and iPad note-taking apps that support handwriting include GoodNotes 5, Notability, Notes Plus, Pen to Print, Text Scanner and WritePad for iPad. Typing out your handwritten notes on a computer after you've already written them out on paper can be frustrating. Thankfully, Google recently released a tool that will let you scan your handwritten notes and digitize them.
How does it work? Select the Edit tool in the toolbar and drag a square around a portion of handwriting you want to convert. Right click on the selection. Choose convert. You can now copy the converted handwriting to your clipboard and paste it either to the page or anywhere else.
Traditional OCR is all about technology that has studied fonts and symbols enough to be able to identify almost all variations of machine-printed text. But therein lies the limitations of traditional OCR. while it's great for extracting text from paper, it can't read handwriting.

Use Apple Pencil to enter text in Notes In the Markup toolbar, tap the Handwriting tool (to the left of the pen). Write with Apple Pencil, and Scribble automatically converts your handwriting into typed text.
